Isabelle Glass is a lovely US artisan.  I bought this buckle and several others from her personally at a juried art show in Pennsylvania in 2004 or so.  Her booth was so incredible I bought 3.  I have all 3 for sale including a pink themed one and an orange themed one.
This is blue, sea green, purple-ish, black pearl shimmer.  Gorgeous!
So beautiful I never used it!  I've kept it safe all these years.
This should be re homed to someone who will use!

YOU CANNOT NOTICE UNLESS YOU HOLD AT A CERTAIN ANGLE AND LOOK HARD WITH THE LIGHT.  THIS IS NOT AN IMPERFECTION BUT I HAVE NOTED IT. I have tried to show them in the attached photo that is held at an angle.
